Dr. Gupta has bachelors' degrees in economics and law from Delhi University and Gujarat University in India, a master's degree in international law from Harvard Law School in the United States and a Ph.D. in international relations and law from the Vrije Universiteit in Amsterdam.
She is currently Professor in Policy and Law on Water Resources and the Environment at IHE in Delft. She also heads a programme on International Environmental Governance at the Institute for Environmental Studies at the Vrije Universiteit.
Dr. Gupta's area of experrtise is climate change and the relations between countries in the area of climate change and water related issues.
She has published extensively. She has written three books, one of which has been translated into French and Spanish and co-edited five books.
All these books have been on international law and policy on climate change. She is associate editor of one scientific and one policy journal; and on the editorial board of two other journals. She has also published extensively in peer reviewed journals.
She is a member of the Scientific Steering Committee of Global Change System for Analysis, Research and Training (START) established by the International Geosphere, Biosphere Programme (IGBP).
The World Climate Research Programme (WCRP) and International Human Dimensions Programme on Global Environmental Change (IHDP); of the international research network on Transational Institutions and the Environment and a member of the international law commission of the IUCN.
Within the Netherlands, she is a member of the Programme Council of the Netherlands Follow-up Programme on Climate Change and on the National Commission of the Human Dimensions Programme.
