UNESCO-IHE in Delft employs a total of 166 staff members, 92 of whom are responsible for the education, training and research programmes both in Delft and abroad. The Institute also has at its disposal a pool of more than 350 national and international guest lecturers from government agencies, partner universities and research institutes, private consultancy firms and other organisations.
The UNESCO-IHE Institute for Water Education is owned by the UNESCO member states. It was officially established on 5 November 2001 during UNESCO’s 31st General Conference.
Its effective operation started in late 2002, after the signing of an Operational Agreement between the Board of the IHE Foundation, UNESCO and the Government of the Netherlands. This agreement includes internal rules that guarantee a large degree of functional autonomy.
The Institute is headed by the Rectorate. It comprises the Director and the Deputy Director.
Almost 100 staffmembers are responsible for the education, training and research programmes. All work in one of UNESCO-IHE's five Academic Departments.
The Office of the Director (OD) provides policy and administrative support to UNESCO-IHE’s Rectorate and Governing Board, as well as to the Academic and the Forward Planning Boards. It is responsible for public relations, communications and marketing, including events coordination. The Office of the Director is the focal point for project acquisition, providing support and advice to the academic departments in their acquisition and project implementation activities. Staff OD
The Finance Department prepares annual and periodic financial reports and analyses, and the annual budget. It also maintains internal control over financial transactions and resources, expenditures for budgetary accounts, the receipt and disbursement of funds, and provides centralized accounts receivable processing and control. The Department of Personnel and Organisation (P&O) is responsible for the development and implementation of the Institute’s policy on human resources and organisational development. It supports and advises all departments and the Director on the various issues within the integrated personnel management. P&O is also responsible for the personnel and salary administration and provides information on (internal) rules and regulations. Staff P&O
The Central Services (CS) Department, together with support units, is tasked with supervising and administering the cohesion, structure and organisation of student- and education-related activities. It is also responsible for ensuring quality control and proper implementation of the various academic programmes. The Student Affairs, Planning, ICT Group and Facilities Services sections form part of CS. Staff CS
UNESCO-IHE's Governing Board comprises representatives from ministries, universities and the private sector. The Governing Board is composed of 13 members who are all appointed by UNESCO Director-General Koïchiro Matsuura.
