Training Programme on PPP fundamentals and application in the Water Sector, Energy and Transportation

Ambitions and Achievements

The objectives of the the two-week short course were:

  • To introduce basic PPP concepts, policies, and strategies.
  • To provide the participants with various approaches, methods, and techniques in the development of PPP Projects;
  • To provide the participants with the institutional requirements for establishing an effective organisation to promote and guide PPP;
  • To provide the participants with various case studies and lessons learned from other PPP projects and to translate these lessons learnt to the Indonesian context.
Background of Project

The two-week short-course on PPP fundamentals and their application was designed to support the ongoing “Private Provision of Infrastructure Technical Assistance” project, carried out by the Ministry of Economic Affairs with support of the World Bank. This course is to be the first of a series of capacity building activities to be undertaken in the aforementioned project.

Approach and Activities

The programme addressed the problems and issues facing the water sector, the energy sector and the roads sector and how the concepts of private sector involvement in the development of water infrastructure and the provision of services can impact or influence these problems.

The programme went further and introduced topics and themes which are to be covered in-depth in future capacity building activities to be undertaken under the PPITA project.

The training programme was attended by 27 participants from various levels of government. The participants were working in the water supply and sanitation sector, the roads sector, the housing sector and the energy sector. The course programme incorporated a blended delivery mode, combining lectures, discussions and debates, and individual and group exercises. The course programme was as follows:
